Kyaka II Refugee-led Organizations Network (KRLON) unites 32 Community based, Refugee-led Organizations (RLOs /CBOs) and more than 500 Groups in Kyaka II Refugee Settlement and the host community. Established on February 01, 2022, KRLON strives to strengthen coordination, amplify collective voices for policy influence, foster partnerships, and enhance the capacity of local organizations to respond effectively to humanitarian situations.
By promoting meaningful engagement and partnerships, advocating for participation in decision-making processes, and aligning with global commitments, KRLON aims to improve the overall well-being and protection of forcibly displaced populations. The network actively supports UNHCR’s community-based protection approach, ensuring affected individuals and communities are at the forefront of decisions impacting their lives.
Our Mission
To strengthen coordination, act as a collective voice for policy influence, promote partnerships and build the capacity of local organizations to be effective first and post recovery responders to humanitarian situations in Kyaka II Refugee Settlement.

Objectives
- Strengthen Coordination: Enhance coordination among community-based organizations (CBOs) within Kyaka II Refugee Settlement and the host community, fostering collaboration and joint initiatives.
- Collective Voice for Policy Influence: Act as a unified platform to amplify the voices of CBOs, advocating for policy changes and influencing decisions that impact the lives of forcibly displaced populations in Kyaka II Refugee Settlement.
- Promote Partnerships: Facilitate partnerships between CBOs, refugee-led organizations (RLOs), organizations led by Internally Displaced Persons (IDPs), stateless people, and other stakeholders to address the needs and challenges faced by affected communities.
- Capacity Building: Enhance the capacity of local organizations to effectively respond to humanitarian situations, both in the immediate aftermath and during the post-recovery phase, ensuring their ability to provide timely and relevant assistance.
- Meaningful Engagement and Partnerships: Advocate for the meaningful engagement and partnerships with organizations led by people affected by forced displacement, recognizing their expertise, and understanding of community needs, as well as their crucial role in humanitarian emergencies.
- Advocate for Participation and Decision-Making: Promote the involvement of CBOs, RLOs, IDPs, and other affected communities in decision-making processes related to humanitarian responses and protection for forcibly displaced populations.
- Align with Global Commitments: Align with the commitments made by the United Nations, including UNHCR, NGOs, and civil society actors, as outlined in the World Humanitarian Summit, the New York Declaration, the Global Compact on Refugees (GCR), and the Global Refugee Forum (GRF), emphasizing the importance of engaging directly with forcibly displaced persons and supporting their meaningful participation.
- Community-Based Protection: Support and engage in UNHCR’s community-based protection approach, ensuring affected individuals and communities are at the center of decisions that impact their lives, while being accountable to them.
By pursuing these objectives, KRLON and its partners aim to enhance the effectiveness of local organizations, promote sustainable solutions, and improve the overall well-being and protection of forcibly displaced populations in Kyaka II Refugee Settlement.
We are advocating for meaningful engagement and partnerships
The Kyaka II Refugee-led Organizations Network (KRLON) is advocating for meaningful engagement and partnerships with organizations led by people affected by forced displacement, including refugee-led organizations (RLOs), organizations led by Internally Displaced Persons (IDPs), stateless people, and other community-based organizations (CBOs). They believe that these organizations have a deep understanding of the needs of their communities and are often the first to respond in humanitarian emergencies, providing protection and assistance.
UNHCR (United Nations High Commissioner for Refugees) is committed to working with such organizations at the global, regional, and national levels to ensure their meaningful participation in decisions that affect them. This commitment is in line with the broader efforts of the United Nations, non-governmental organizations (NGOs), and civil society actors, as outlined in the commitments made at the World Humanitarian Summit in May 2016, which aim to empower national and local humanitarian action. The New York Declaration and the Global Compact on Refugees (GCR) also emphasize the importance of engaging directly with forcibly displaced persons themselves. The 2019 Global Refugee Forum (GRF) pledges further reinforce the need for meaningful engagement and partnerships.
Engaging with CBOs aligns with UNHCR’s community-based protection approach and its age, gender, and diversity policy (2018). UNHCR is committed to ensuring that the people they serve are at the center of decisions that affect their lives, and they strive to be accountable to affected individuals and communities.
